Background

The plant provides electricity and heat to the Syktyvkar LPK (formerly, Mondi Syktyvkar LPK), one of Russia's largest producers of pulp and paper products. [13] The advantage of power station is its ability to generate additional electricity by burning secondary types of fuel. These types of fuel include black liquor and bark wood waste, which are byproducts in the pulp and paper industry, and, in particular, in paper production. The utilization of secondary types of fuel leads to additional production of electricity and heat, thus increasing the overall efficiency of the industrial plant. The main types of fuel used by the power station are gas and heavy fuel oil.[14] The share of green energy in the overall energy balance is at least 40%. The power plant provides approximately 17-25% of the region's electricity demand and serves as the sole source of heat and hot water for the Syktyvkar's Ezhvinsky district with the population of around 60,000 people.[14][15]

Unit 12 (new proposal, 90 MW) was announced in the Ministry of Energy of Russia (Minenergo) energy plan for 2021-2027, approved in February 2021.[16][17] It is expected to have the Siemens steam turbine SST 600 and a natural gas boiler NG90/80.[16][18] Given the exit of Siemens from the Russian market, it is uncertain if Unit 12 will receive the Siemens turbine.[19]

Unit 1E (1Э) is expected to retire in 2025.[16] Unit 1E uses natural gas as the main fuel, and biomass and fuel oil as backup.[20]

Ownership

In May 2022, the Board of Directors of Mondi Group made a decision to sell its Russian assets andto attempted to sell the Mondi Syktyvkar LPK to Augment Investments Limited. Mondi announced in August 2022 that it had signed an agreement with Augment to sell the mill for RUB 95 billion (about EUR 1.5 billion) at the time. However, the agreement expired in May 2023 as the companies could not secure permission for the deal from the Government Commission for Control over Foreign Investment. As a result, Mondi announced in early June that it had terminated the deal and intended to find new buyers.[13]

In September 2022, it was reported that Moscow real estate developer Sezar Group was planning to buy Mondi Syktyvkar LPK for RUB 80 billion (EUR 775 million). The purchase was approved by the Federal Antimonopoly Service of Russia and the Government Commission for Control over Foreign Investment. In October 2023, a major part of the sale transaction to Sezar Invest (a subsidiary Sezar Group) was completed. In November 2023, Mondi Syktyvkar LPK JSC changed its name to Syktyvkar LPK JSC.[15]
