Background

The regasification terminal, located in Cote d’Ivoire, would have included a floating storage and three-million-tonnes-per-year LNG regasification terminal – as well as a pipeline connecting the unit to existing and planned power plants across the region. It was expected to be operational in mid-2018. Total led the special purpose vehicle CI-GNL that would have developed and operated the project. Shareholders included: TotalEnergies – 34%, SOCAR – 26%, Shell – 13%, Petro CI – 11%, Golar – 6%, CI-Energies – 5% and Endeavor Energy – 5%.[1]

In May 2021, TotalEnergies exited the project.[3]

In June 2021, Côte d'Ivoire's Ministry of Mines, Petroleum and Energy, via state electricity company Cote d'Ivoire Energies (CI Energies), issued a tender for a provider and operator of an FSRU in the Port of Abidjan.[2]

There have been no updates in over two years, and the project is presumed shelved as of 2023.
