Background

Unit 4 was officially turned off in April 2022, symbolically marking the start of the reconstruction project which would result in a new turbine and additional new equipment at Unit 4 (Unit New 4).[23] Work on replacing the equipment of power unit No. 4 is expected to be completed by October 2023[24], after which the company intends to immediately begin upgrading power unit No. 3. By the end of 2026, two of the four operating power units are expected to be completely modernized.[23][24] Both of the new units are expected to run on natural gas only.[24]

In August 2023, the plant switched to using gas as the only fuel: coal will not be used as a backup fuel anymore.[25]

The Russian Ministry of Energy 2024-2029 energy program released in November 2023 mentions that the new Unit 4 is expected to commissioned in 2023.[26] However, in December 2023, CEO of the Udmurtsky Branch of T Plus PJSC Dmitry Razumov said in an interview that installation of the unit was 60% complete, and the launch was scheduled for the second quarter of 2024.[27]

In February 2024, the modernization of Unit 4 was reaching its final stages. The steam boiler had been completely assembled, and assembly of the steam turbine was over 70% complete. The completion of the work is planned no later than May 2024. Following construction and installation, testing, tuning, and equipment adjustment will be performed. T Plus aims to complete all modernization tasks and begin operating the power unit by July 2024.[28]
