Background

In September 2024, the Ukrainian Cabinet of Ministers approved a resolution regulating the measures for the installation of gas piston and gas turbine units to be placed on vessels of the technical fleet as part of the government initiative to deploy floating thermal power plants in Ukraine. The document also covers the leasing of technical fleet vessels equipped with gas piston and/or gas turbine units designed for electricity generation. These stations were exempted from the need to obtain urban planning permits, land allocation, and other bureaucratic approvals. In June 2024, Head of the Odesa Regional Military Administratio Oleh Kiper announced that the possibility of deploying three floating power stations, each with a capacity of 250 MW, in the ports of Pivdennyi (Yuzhny), Odesa, and Izmail was under consideration.[6][7]


The services was to be provided by Turkish company Karpowership — the world’s leading operator of floating power plants. At the beginning of 2023, the Turkish company signed a memorandum of understanding with Ukrenergo JSC, which outlined the possibility of leasing floating power plants with a total capacity of 500 MW. These facilities could meet the electricity needs of about 1 million households. Two vessels with a combined capacity of 230 MW were scheduled to start generating electricity for the Odesa region as of December 1, 2024. However, the Turkish floating power plants did not arrive in Odesa. The agreement with Karpowership fell through due to a lack of security guarantees and the high rental cost — around $250 million per year. Ukraine was unable to secure international financing, making the project economically economically unviable.[8][9]
