Background

The pipeline is operated and owned by H-Energy Gateway. In June 2019 it was reported that construction was proceeding slowly and that the pipeline would not be commissioned until 2023.[6]

In June 2021, India Petroleum and Natural Gas Regulatory Board stated that as of March 31, 2021, the pipeline had a "target date of completion" of March 2021, explaining: "Target date of completion is as per the authorization issued to the entity or such other date as extended by the Board."[7] However, as of August 2021, H-Energy's website stated: "The 1st phase of commissioning is expected by 2023," and the company's press releases did not provide any recent updates on the pipeline.[4]

In June 2022, PNGRB fined H-Energy Private Ltd. for delays in laying the pipeline, citing that "The Board while examining the progress of the JMPL project, observed that as on March 2022, the progress is nil."[2]
