Background
In October 2023, several media sources reported that an agreement will be signed between the President of the Jalal-Abad region and the Russian company AB Energo LLC to develop the project of a 660MW coal-fired power plant for up to $2.3-2.5 billion with the participation of Russian capital.[3][4]
The chairman of the Russian Kyrgyz Development Fund emphasized the importance of the project, noting that "significant work had been done and all the details had been carefully worked out." An agreement was also signed with the regional leadership on the development of the Kara-Tyt coal deposit for up to $79 million.[3]
Several documents were reportedly signed by the parties during the first half of the 10th Kyrgyz-Russian interregional conference in Jalal-Abad in October 2023.[5]
The updated Energy Programme published in July 2024 covering the period up to 2035 did not mention any coal-fired thermal plants.[6][7]
As of April 2025, there was no further news on this proposal. It is possible that it is shelved.
As of October 2025, the plant is deemed shelved. No updates were reported in December 2025.
Potential Revival of the Project
In early 2026, there were indications that a coal-fired power station near the Jalal-Abad region's coal deposits could be revived.
In January 2026, the Ministry of Energy of Kyrgyzstan held discussions with a consortium of German Consulting Group GmbH (GPRC), NRP and Kazakh Construction Group (KCG) on the construction of three coal-fired power stations of 350 MW each at domestic coal deposits, totalling 1,050 MW. The consortium expressed readiness to develop, finance and construct the facilities using clean coal technologies.[8]
One media report, citing different capacity figures (two blocks of 300 MW at Kara-Keche, plus two additional stations of 200–300 MW each in the south), indicated that one of the stations was planned near coal mines in the Jalal-Abad region, though these details were not confirmed by official sources.[9]
As of May 2026, no formal agreement had been reported.
