Background

In October 2023, several media sources reported that an agreement will be signed between the President of the Jalal-Abad region and the Russian company AB Energo LLC to develop the project of a 660MW coal-fired power plant for up to $2.3-2.5 billion with the participation of Russian capital.[1][2]

The chairman of the Russian Kyrgyz Development Fund emphasized the importance of the project, noting that "significant work had been done and all the details had been carefully worked out." An agreement was also signed with the regional leadership on the development of the Kara-Tyt coal deposit for up to $79 million.[1]

Several documents were reportedly signed by the parties during the first half of the 10th Kyrgyz-Russian interregional conference in Jalal-Abad.[3]
