Project-level captive use details
Background
In May 2009, Abhinav Steels and Power Ltd. (ASPL) entered into a Power Purchase Agreement (PPA) with the Uttar Pradesh Power Corporation Ltd. (UPPCL) for 10.5 MW of power from a planned 40 MW captive coal plant in Jaunpur.[3]
In January 2010, ASPL received Environmental Clearance (EC) for the proposed power station from Uttar Pradesh.[4] It was unclear whether the project had also obtained EC from the central government at the time.
According to reporting from May 2011, the 40 MW captive plant was expected to begin operating by July 2011.[5]
In June 2014, Abhinav Steels and Power amended their PPA with UPPCL, and was planning to add 15 MW of capacity to their existing 40 MW coal plant. The additional 15 MW was expected to be commissioned by August 2014.[6]
By November 2020, ASPL began corporate insolvency proceedings due to a “huge amount [of] outstanding and consistent defaults” on their debts. A report at the time referred to a 40 MW captive coal plant only.[7] The coal plant was presumed to be mothballed.
In January 2024, Rimjhim Ispat Ltd. purchased ASPL’s assets under liquidation, including the 40 MW coal plant.[8]
In June 2025, Rimjhim Ispat applied to the Ministry of Environment, Forest and Climate Change (MoEFCC) to transfer the coal plant’s EC.[9]
