Jianli Bailuo cogen power station (监利白螺工业园热电) is an operating power station of at least 280-megawatts (MW) in Bailuo Town, Jianli, Jingzhou, Hubei, China with multiple units, some of which are not currently operating.

Background
An industrial park is planning a coal-fired power station expansion to supply heat and electricity to paper mills and other industrial enterprises. A draft Environmental Impact Assessment (EIA) for 2 x 80 MW was released for comment in December 2021. A preliminary 18 MW phase was underway for completion by the end of 2021. It began construction illegally and was fined by environmental authorities.[4]
An earlier version proposed one 80 MW phase and an additional 50 MW phase.[5]
The Phase III expansion project received approval in November 2024[6]. Environmental impact approval occurred in December 2024[7].
Satellite imagery showed four units operating by December 2025 and May 2026, with one unit starting construction in 2024 and beginning operations around late 2025[8].
