Jilin cogen power station (国电吉林热电厂) is an operating power station of at least 690-megawatts (MW) in 35 Xvzhou Road, Longtan, Jilin, China with multiple units, some of which are not currently operating. It is also known as 吉林龙潭热电厂, Jilin power station, Jilin Longtan power station, 国能吉林热电厂“等容量替换”2×350MW热电联产项目.

Background
This Jilin cogen power station was founded in 1955. As of 2014 the plant had 4 operational boilers totaling 650 MW. The units are: 2 X 125 MW and 2 X 200 MW, put into operation from 1988 to 2001.[4]
Description of Expansion
Guodian plans to build two additional coal-fired units at this plant, with a total planned capacity of 700 MW.[5] The environmental impact assessment was reported as suspended in July 2013,[6][7] and a new EIA is underway.[8]
The proposed units were among 15 projects cancelled by China's National Energy Administration (NEA) in September 2016.[9]
Ownership
On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[10][11] The merger was completed on November 28, 2017.[12]
2021: Project revived
In Jilin Province's 14th Five-Year Plan, the project revived as a "capacity replacement" project, to replace 690 MW (2*220 and 2*125MW) of existing capacity.[13]
Major equipment contracts for the replacement project Units 12 & 13 were awarded in April 2024[14]. Site preparation and construction contracts followed in mid-2024[15][16]. The project commenced construction in September 2024[17].
In 2025, progress included boiler steel erection, cooling tower completion, and generator stator placement by late 2025[18][19].
In early 2026, turbine rotor placement and boiler hydrostatic tests were completed[20][21]. Unit 12 grid synchronization occurred in July 2026[22].
