Background
China Datang and the Xinjiang regional government proposed a power station of two units of 350 MW each in the city of Changji. They plan for construction to begin in 2014 and operation in 2015,[4] however in 2015 the company was still seeking approval for construction to begin.[5][6]
The plant was permitted in March 2016.[7] Construction began in March 2018.[8]
As of January 2022, with no apparent construction progress since at least January 2019 based on Planet satellite imagery, the power station was presumed shelved. As of June 2023, with still no apparent progress since January 2019, the project was presumed cancelled.
The project was revived in 2025. In May 2025, bidding announcements were released following government approval in December 2024[9]. A resumption ceremony was held in May 2025[10]. Major contractor appointments and equipment procurement occurred through 2025[11]. By late 2025, the main structure was topped out, and winter construction continued[12].
In May 2026, cooling tower topping out and generator stator placement were completed[13]. Unit 1 boiler hydrostatic test passed in July 2026[14].
