Background
Construction began in August 2023 and will be carried out by Turkish investor Cengiz Enerji and engineering design company Cenergo LLC established by Cengiz Holding. An area of 9.5 hectares has been allocated for the power station. The cost of the 450 MW thermal power plant was estimated to be $340 million, but the Turkish investors offered to invest $500 million and build a 520 MW plant. The station will generate 4.1 billion kWh of electricity per year. Commissioning of the thermal power plant is scheduled for 2025.[19]
In November 2023, President Shavkat Mirziyoyev signed a decree on the construction of the plant. According to the presidential decree, the capacity has been raised to 550 MW. The facility is still planned to be commissioned in 2025. According to the document, the investor and project company will be in charge of design, financing, construction and operation of the power station. The project company undertakes to guarantee the sale of produced electricity to the National Electric Networks (NES) of Uzbekistan company in a guaranteed manner. NES also undertakes to guarantee the purchase of electricity for 25 years. Under the investment agreement and payment agreement, electricity will be purchased at a fixed tariff in a foreign currency, but paid in national currency. The tariff is not disclosed.[20]
As of November 2024, the construction is in progress.[21] The plant is expected to be commissioned in 2026.[22] The power plant will consist of of one gas turbine Siemens S SGT54000F V10 (365.3 MW) and one steam turbine Siemens SST-700/900 (185.3 MW), manufactured in Germany. Cenergo LLC is responsible for the construction, commissioning works and making the facility to operate.[23]
In December 2024, during a briefing the press secretary of the Uzbekistan's Ministry of Energy mentioned that the power plant would be commissioned in 2027.[24]
According to the Cenergo's website, as of September 2025, the power plant is under construction and is expected to be commissioned in 2026.[25]
In October 2025, it was reported that Cenergo had successfully completed the financial close for the Jizzakh Combined Cycle Gas Turbine Power Plant. The long-term loan, totaling EUR 164.25 million, was secured through DZ BANK and DenizBank AG, backed by Euler Hermes export credit cover. The plant is scheduled to be commissioned on January 1, 2027.[26]
As of April 2027, the construction is ingoing. The power plant was designed to accommodate up to 50% hydrogen blending, once the required future investments are completed.[27]
