Background
This project is mentioned on Table 5.54 on p.V-53 of the RUPTL for 2019-2028. It is proposed as a mine mouth plant whose two 100-MW units would be completed in 2026 and 2027.[1] PLN has assigned responsibility for developing the plant to its subsidiary Pembangkitan Jawa Bali Investasi (PJBI).[2]
A June 2021 report states that in the RUPTL for 2021-2030, the Kalselteng-4 power station will not be built as a coal-fired power station, but will instead run on a different type of non-renewable energy.[3]
In June 2025, Indonesia publicly released its updated electricity supply business plan (RUPTL 2025-2034). Kalselteng-4 reappeared as "Hybrid Kalselteng 4". The units were slated to begin operating in 2032. The RUPTL stated that Kalselteng-4 Hybrid power station "can be executed as long as demand is available and in accordance with the provisions of Presidential Decree 112/2022" (Google translate).[4]
Reporting on the addition of "hybrid" capacity in the new RUPTL document called the development "concerning". The title "hybrid" reportedly meant that the coal capacity would be co-located with solar capacity.[5]
