Kara LNG Terminal (Russian: Кара-СПГ) is a liquefied natural gas (LNG) export terminal proposed in Russia.[1]

Background

In March 2021, the Russian government published its federal LNG program which listed Kara LNG as a possible project.[3] The LNG terminal's projected production is 30 million ton per year.[1]

As of February 2022, the project was expected to come online between 2030 and 2035.[2]

In November 2023, Russian president Vladimir Putin signed a decree liberalizing export of LNG which may speed up development of this project.[5]

Kara LNG Terminal was last mentioned in the media in October 2023.[6] The project was not included into the "Energy Strategy of the Russian Federation until 2050", released by the Ministry of Energy of Russia in April 2025.[7]
