Background

The power station is a captive three-unit coal plant totaling 155 MW, providing power to Jaiprakash Associates' Sidhi Cement Plant.[1]

The first 35 MW coal unit received environmental clearance from the India Ministry of Environment and Forests (MoEF) in August 2007.[2]

Two additional 60 MW coal units received an environmental clearance from MoEF in January 2012,[3] as part of the cement plant's expansion.[4][1]

Photos on Google Earth show that the two 60 MW units were already under construction in 2010 and were complete in 2013. Reports differ on when Units 2 and 3 started commercial operation. Jaiprakash Associates received production certificates from the government of Madhya Pradesh in 2014 for both 60 MW units,[5] and India MoEF meeting minutes from June 2018 stated that the power station was "reported to be in operation with consent to operate renewed from time to time by the [State Pollution Control Board]."[6] However, MoEF meeting minutes from January 2020 reported that the power station never began operating while under Jaiprakash Associates' ownership.[7]

Change in ownership

In June 2017, UltraTech Cement Ltd. took over the cement and captive power plant from Jaiprakash Associates.[8][5]

In November 2018, the environmental clearance was transferred to UltraTech.[9]

Coal source

In August 2020, UltraTech Cement obtained an amended environmental clearance allowing the company to use domestic coal transported by road from the Singrauli coal mines and Dhanpuri-Amlai coal mine, rather than imported coal transported by rail, as originally proposed.[7][9]
