Background

In October 2018, it was reported that Nigerian billionaire Aliko Dangote’s Dangote Cement Group had begun construction work on a cement plant in Keita, near Tahoua, in western Niger. The construction work of the US$275 million project was expected to last 26 months and to include the construction of a 100 MW coal power plant. On October 9, Niamey authorized Dangote Cement’s local subsidiary to conduct a research on “coal and related substances” on four permits in the Agadez and Tahoua regions.[1] In November 2018, a source noted a smaller potential capacity of 25 MW.[2]

In December 2019, the plant was noted as being gas-fired in an article.[3]

In its 2019 annual report, Dangote noted "we plan to build new integrated factories in (...) Niger that will strengthen our position as Africa’s leading cement producer."[4] In its 2020 annual report, it simply listed "Niger" as an integrated plant under "Opportunities."[5] The 2021 annual report, however, did not include any mention of Niger or the power plant.[6]
