Background

In February 2025, The Sun reported that E&H Energy was developing an LNG import terminal in Kemaman, Terengganu, Malaysia. The project aims at "ensuring a stable supply of liquefied natural gas (LNG) for industries, power plants and emerging sectors such as data centres" via either "the Petronas Peninsular Gas Utilisation (PGU) pipeline, via the LNG virtual pipeline system using trucks, or in liquefied form through the East Coast Rail Link." A final investment decision (FID) is planned for the end of 2025, construction is expected to take 30 months, and the facility is intended to become operational by 2028.[3]

E&H Energy has signed a long-term contract with the developers of AMIGO LNG Terminal, set to begin in 2027, suggesting that LNG from that project could be transported to the terminal.[4]

In 2026, the Chairman of the state Digital Economy, New Income, Trade, Industry and Green Technology Committee announced that the project was on track and awaiting "approval of the Letter to Proceed (LTP) which is targeted for the second quarter of 2026." The Chairman also stated that the terminal's production could be enough to meet Terengganu's domestic needs and even supply LNG to neighboring states like Kelantan and Pahang. The same news outlet reported that the project was on track to begin operations in the fourth quarter of 2029, and that it would be supplied by the Amigo FLNG Terminal in Mexico, so as not to be directly "affected by geopolitical uncertainties in the Middle East."[5]

Although the project appears to have set completion goals, one source questioned its feasibility by arguing that, without any "clear demand guarantees, the financial risk of the project can be high." This same source also questioned the long-term energy security that the project can bring to the country, since "local economic benefits may be exposed to uncontrollable risks" like geopolitical factors and international demand.[6]
