Background

In March 2022, the power station's management unsuccessfully requested a continued discounted gas price.[10] In May 2022, the power station paused operations due to the high gas price.[11]

The power station announced the halt in operations starting June 1 and was going to mothball the equipment due to high gas prices.[12] On July 25, the power station announced reaching an agreement with OJSC Kharkivgorgaz on gas supply and resuming operations of the plant.

Russian forces hit the power station with missiles on September 11, 2022. A substation connecting the power station with the grid of Ukrenergo was destroyed. According to the local military administration, as of October 2022, the power station resumed its operations.[13]It is unclear at what capacity the power station is currently operating. As of November 29, Kharkiv continues with daily 5-6 hours of rolling blackouts.[14]

The power station was shelled again on February 10, 2023, causing injuries to the personnel and significant damage to the infrastructure and equipment.[15] It seems that the power station resumed operations after the attacks, yet will be mothballed starting May 1, 2023 until August 1, 2023 for planned preventative works.[16]

In July 2023, the Ukraine Energy Support Fund (UESF), managed by the Energy Community Secretariat (EnCS) and verifying Ukraine’s utmost needs with the Ministry of Energy of Ukraine, approved vital financial aid for three key energy facilities severely damaged by Russian missile attacks. A part of the funding, EUR 8.5 million was aimed at a prompt restoration of the capacity and performance of Kharkiv CHP-5, enabling to strengthen Kharkiv’s energy resilience during the upcoming winter months.[17]

In September 2023, it was reported that the city of Kharkiv was at 91% ready for the upcoming heating season: numerous pipelines had been successfully relocated, and both boiler facilities and the CHP power station had undergone comprehensive refurbishments.[18]
