Background

In early 2025, Iraq announced it was in talks to secure two floating storage regasification units by early June to address power shortages from Iran. The FSRUs were intended to be located by Khor Al-Zubair port near Basra. [3]

In March 2025, work was ongoing to convert Berth No.1 at Khor Al-Zubair to accommodate an FSRU while a 41km, 42-inch pipeline connecting the berth to the national grid had reached 30% progress in just 10 days.[4]

In May 2025, it was reported that Iraq was struggling to secure FSRUs due to concerns over price. The ministerial council was "reviewing only one proposal from Breeze Investment, a little-known UAE-based company, despite receiving at least one offer from a more established firm," the article wrote.[5]

In June 2025, it was revealed that Iraq was in advanced negotiations with US-based Excelerate Energy to provide the import terminal.[6]
