Background on Project
In October 2013, Canadian company St. Augustine Gold & Copper announced plans to build a two-unit, 160-MW coal-fired power plant (along with an additional 29-MW oil-fired unit) on the grounds of its King-king gold and copper mining complex in Compostela Valley Province. The power plant would provide an assured power source for the mining operations. Prospective financing for the entire project had already been lined up and it was expected to enter commercial operation in 2017.[1] Total costs for the project are expected to run to $2 billion, with an expected 22-year lifespan.[2] St. Augustine has contracted with the Philippine company Nationwide Development Corporation (NADECOR) for the mine's development.[3]
St. Augustine's environmental impact study (EIS) application was returned by the Environmental Management Bureau (EMB) in March 2014, specifying "issues" that needed to be resolved before the project could be approved.[4] The EMB granted the project's environmental compliance certificate (ECC) in March 2015. The ECC is required for the final submission of the Declaration of Mining Project Feasibility, the final permit required to commence construction.[3] In May 2012, St. Augustine announced that it had completed and submitted the DMPF for approval by the Department of Environment and Natural Resources and the Mines and Geosciences Bureau. Meanwhile the internal dispute within the company remained unresolved.[5]
A dispute over the ownership of NADECOR has apparently caused delays in the project.[6]
In January 2016, St. Augustine announced that the Mines and Geosciences Bureau had approved the declaration of mining project feasibility (DMPF) for the mine. The announcement did not include any specific information about the associated coal plant.[7]
In February 2017, the Philippine Department of Environment and Natural Resources held a press conference in which the DENR Secretary stated that the Mineral Production Sharing Agreement for St. Augustine was one of 75 MPSAs recommended for cancellation. St. Augustine stated that they would continue to pursue the project.[8][9]
Local opposition
On January 27, 2016, Teresita Navacilla, an anti-mining activist and the chair of Purok Bardown in King-king Barangay, was shot by unknown assailants; she died three days later. The shooters, who escaped by motorcycle, were believed to be military agents. Hanimay Suazo, secretary-general of the human rights organization Karapatan-Southern Mindanao, stated that “the only persons set to benefit from Navacilla’s demise are the mining corporations deadly eager to plunder mineral wealth and displace entire civilian communities, along with the military units paid by these corporations to bulldoze the people’s resistance to these corporate landgrabbing."[10][11]
