Background
The Kirkuk Cement Plant is operated by the Iraqi Cement State Company and Laylan Company, with two production lines totaling 2 million tonnes per year in production capacity.[3] After protests by nearby residents about pollution from the plant, it was briefly shut down in November 2024 before being reopened in January 2025 with upgraded pollution control equipment.[4][5]
