Background

The Kota power station began operating in 1983, and was Rajasthan's first major coal-fired power plant.[1][2] It was constructed in five stages, with Units 1-2 in Stage 1, Units 3-4 in Stage 2, and Units 5-7 each constituting a separate stage.[3] The capital costs for these stages were 143 Rupees (in crore), 480 Rupees (in crore), 480 Rupees (in crore), 537 Rupees (in crore), and 927 Rupees (in crore), respectively.[4] The power station burns bituminous coal from the SECL coal mine (Korea-Rewa & Korba) & NCL coal mine (Singrauli)[3].

Fly ash from the plant is collected and used for cement manufacturing, brick manufacturing and land filling.[3] The Kota power plant also uses heavy fuel oil as a secondary fuel source, and uses the Kota Barrage in the Chambal River as a cooling source.[3][4] The plant has reportedly undergone several improvements to reduce emissions but there is little information on what those improvements have been.[3]

In October 2017, employees hosted a demonstration against the government and coal plant over insufficient incentives, bonuses, and overtime agreements.[5]

Retirement plans

In May 2021, it was reported that at least the two oldest 110 MW units would retire once the state government approved a proposal for their closure.[6] The government was planning to retire two units by June 30. However, in June 2021, the government stepped back on its decision following reported concerns from local politicians and unions over job losses.[7]

Severe public health impacts

Delhi-based non-profit Centre for Science and Environment (CSE)’s 2021 assessment of the plant found it to be extremely polluting. For example, six of the seven electricity generating units did not comply with particulate matter norms. In addition, all the units did not comply with the sulphur dioxide and water norms notified by the Union Ministry of Environment, Forest and Climate Change (MoEF&CC).
