Background

Construction, Unit CC1

In April 2019, the City Planning and Land Commission of Moscow extended the construction period for the Kozhukhovo power station until September 2021.[13] The station has been under construction since 2006.[13] In March 2022, the City Planning and Land Commission of Moscow has approved a project that allows the construction of the collector which will be connected to this power station and located at the site of the plant, indicating that this project is still under construction.[14] News[15] and company website[16] state that 80% of the construction has been completed. As of November 2023, the construction is almost complete: in October 2023 a tender was published to connect the plant to cold water supply.[17] As of December 2023, there have not been any updates about commissioning of the power station. The project was not included into the Russian Ministry of Energy 2024-2029 energy program released in November 2023.[18] In March 2024, it was reported that a utility vault of the power station had been built.[19]

Announced expansion, Unit CC2

There was also an expansion of the project announced in 2019 which includes additional capacity expansion of approximately 400-420 MW.[15] An expansion project was also included in the Russian Ministry of Energy Energy Program for 2021-2027, listing a new gas turbine unit with capacity of 226.9 MW, to be brought online by 2022.[20] Turbine types are listed as: ГТ LM 6000 PD Splint, ПТ MTD 40 CE (Russian).[20] It is possible that the additional gas turbine will function as a part of the combined cycle Unit CC1. The project was not mentioned in the recent energy programs released by the Russian Ministry of Energy and is considered to be shelved.[18]
