Background

The Kamatorskaya power station was first constructed with 25 MW of capacity in 1937. After being destroyed during World War II, the power station was rebuilt with capacity of 50 MW. It reached its maximum capacity of 150 MW in 1978, and it currently has a total of 120 MW of capacity.[1]

Kramatorsk power station is the primary source of heat supply for the Kramatorsk city, it provides thermal power to various consumers: more than 30 thousand households and 700 companies, among them – Novokramatorsky Mashinostroitelny Zavod PJSC, and also sales electric power to the wholesale electricity market.[2]

In 2006, a new legal entity, Kramatorskteploenergo JSC was created to oversee the power station. Kramatorskteploenergo was owned in part by the city of Kramatorsk and in part by American company ContourGlobal. From 2007-2009, the company spent US$20 million to convert the power station from gas-fired to coal-fired.[3][4]

In 2018, Slovakian company E.Connect acquired CountourGlobal's 60% stake in Kramatorskteploenergo.[2] It announced plans to modernize the power station in 2019, stating that its plans would increase the power station's capacity from 120 MW to 150 MW.[5][6] However, as of January 2024, there were no indications that this modernization occurred.

During the heating season 2017-2018 the E.Connect Group has been supplying Kramatorskaya with anthracite coal. Since March of 2017 Kramatorsk CHP had been experiencing shortage of coal as a result of the cessation of supplies from the occupied territories of Donetsk and Lugansk regions.[2] During the first half of the 2019-2020 heating season, from October to December, the power station reported a net loss of UAH 80 million from electricity sales.[7]

In December 2021, the Mayor of Kramatorsk publicly stated that, due to deteriorating equipment, the Kramatorskaya power station would only be able to operate for 3-4 more years. However, the mayor lamented that the city had little control over the power station due to it being majority privately-owned.[8]

War in Ukraine

In April and May 2022, the city of Kramatorsk was under attack by the Russian forces and multiple buildings were damaged, but the power station appeared to not be damaged and operating at that time.[9]

In early December 2022, it was reported that the plant had chronic outages which lead to the shutdown of the plant and hydraulic shocks in the heating networks, destroying equipment. The plant had an outage for the third time.[10] After the shelling by the Russian Federation on Monday the 5th, there was a long emergency power outage. The station was also stopped later to eliminate the consequences of an accident on the boiler's high-pressure steam pipes. As long as the outside temperature was above zero, the employees of Kramatorskteploenergo were working to eliminate surges, after which the station was planned to be restarted in several days' time.[11] Based on this it appeared that the plant was operating in some capacity, as of December 2022.

As of June 2023 and January 2024, there was further no information on the plant's operations.
