Background

In 2022, the Kremenchuk power station suffered destruction due to Russian shelling. Subsequently, it was absorbed into the regional council's assets, and the responsibility for providing heat and hot water to a portion of the city's residents was assumed by the regional utility company Poltavateploenergo. Presently, there is a desire to return the plant to state ownership as the regional budget is reluctant to cover the outstanding debt of UAH 1.3 billion that the power station had accrued until that point.[8]

In June 2023, the Poltava Regional Council approved the decision of Poltavateploenergo to take a loan for the reconstruction of the plant in the amount of UAH 165 million. The loan is expected to be received from Ukrsibbank. However, there was some disagreement regarding taking the loan before the decision is made regarding the transfer of the power station back to the state (Naftogaz of Ukraine).[9] In addition, in July 2023 USAID allocated EUR 15.2 million to the Kremenchuk CHP power station to expedite its restoration ahead of the winter season and enable power, heat, and hot water supplies to the city’s households, administrative buildings, businesses, and surrounding areas.[10]

In March and May 2024, the power station was hit again and suffered damages as a result of Russian missile attacks.[11][12]
