Kyzylorda 2 power station (ПГУ в городе Кызылорде – 1100 МВт) is a power station in pre-construction in Syrdariya district, Kyzylorda, Kazakhstan. It is also known as Kyzylorda CCGT.

Background
Construction of the plant was included into the "2035 Electric Power Industry Development Plan" released by the Ministry of Energy of Kazakhstan in February 2024. The project will be implemented through auction bidding.[11] In July 2024, the new plant was mentioned in the "National Infrastructure Plan of the Republic of Kazakhstan until 2029". According to the document, the implementation will take place in 2024-2029. The cost of the project is estimated at KZT 800 billion (US$1.6 billion). The plant's installed capacity was updated to 1100 MW from previous 500 MW.[12] In December 2024, the project was included into the "National Project "Modernization of the Energy and Utilities Sector", released by the Government of Kazakhstan, with the commissioning date in 2029.[13]
In April 2024, reports indicated that the project is expected to be completed by 2028. According to Kairat Maksutov, Chair of the Board of Samruk-Energo, land for the construction had already been allocated, although the exact location was not specified. The plant layout was still being finalized, and an EPC contract is planned to be signed by the end of 2025.[14] In September 2025, the government of the Kyzylorda region reported that work had started on a 1,100 MW combined‑cycle power plant project, valued at USD 1.8 billion, being developed in partnership with a Qatari investor.[15]
Ownership
In February 2025, Samruk-Energy JSC and UCC Holding, a subsidiary of Qatari Power International Holding (PIH), signed a Shareholders' Agreement to establish a project company for the Kyzylorda CCGT project.[16] A 280-hectare site has been allocated for the project in the Syrdarya district. As of March 2025, the feasibility study is in progress. The project also includes the construction of 500 kV high-voltage transmission lines: Kyzylorda – Zhezkazgan and Kyzylorda – Shymkent.[17]
In April 2025, Kazakhstani Samruk-Energy and Qatari UCC Holding established a joint venture called Kyzylorda Energy. Samruk-Energy obtained a 30% stake, while UCC Qazaqstan 3, another subsidiary of PIH, owns the remaining 70%. PIH owns UCC Qazaqstan 3 through UCC Qazaqstan 13 and UCC Qazaqstan — another Kazakhstan—based subsidiary of the holding – through Urbacon Concessions Investments W.L.L., whose final beneficiary is PIH.[18]
