Background

Residents of Kyzylorda have been complaining about frequent blackouts in their homes for several years. The reason is the lack of electricity and the worn out networks. The city thermal power plant, built 60 years ago, today is not able to provide electricity to the residents of the region. To remedy the situation, local authorities, together with foreign investors, intend to build a new Kyzylorda CHP power station. This will be the first energy project in the country implemented through foreign investments. The cost of the project is 215 billion tenge (456.5 million USD). The new facility will be built on an area of more than 3.5 hectares. It is planned that the production capacity of the new center will be 277 gigacalories of heat and 240 megawatts of electricity.[12]

Aksa Energy, a Turkish company, celebrated the 15-year capacity agreement of Kyzylorda combined heat and power plant with an official ceremony held at the plant site in July 2022.[13]

In September 2022, a commemorative capsule was laid at the plant site dedicated to the start of construction.[14] In February 2023, Aksa Energy and Siemens signed a contract for the supply of two highly-efficient GE 6F.03 gas turbines. The power station is expected to become operational in 2025[15]. In October 2023, the foundation for a new thermal power plant was laid in the city of Kyzylorda.[16]

In January 2024, engineering preparation of construction site was in progress.[17] The project was included into the "Electric Power Industry Development Plan until 2035", released by the Ministry of Energy of Kazakhstan in February 2024, with the start year in 2026.[18]
