Background

Lanzhou Fanping power station is a two-unit coal-fired power plant with a total capacity of 660 MW in Gansu Province. The plant was completed in 2011, and was originally owned by China Guodian.[1][2] NDRC granted permit to its construction in December 2008. [3]The plant was commissioned in 2011, supplying heat to 13.7 million square meters of Lanzhou Western area, besides generating electricity to the Grid. [4]

Ownership

On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[5][6] The merger was completed on November 28, 2017.[7]

In May 2020, State-owned Assets Supervision and Administration Commission (SASAC) began a pilot project which is allowing each of the five Central SOEs, central government-owned power giants presenting only in one province or autonomous region in 5 northwest provinces and autonomous regions. It is an effort by SASAC to improve the financial performance of the coal power companies in these 5 provinces and Autonomous regions. According to SASAC's arrangement, China Huaneng presents in Gansu. China Huadian leads Xinjiang. China Datang is in Shaanxi except those power companies belonging to China Energy Group. SPIC is in Qinghai. China Energy Group leads Ningxia. [8][9] By the end of 2020, 10 coal power stations in Gansu have completed the transition. [10][11]

Lanzhou Fanping Power Station transferred its ownership to China Huaneng in March 2021.[12]
