Background
In September 2024, East Kentucky Power Cooperative (EKPC) filed an application with the Kentucky Public Service Commission for construction of a new 214-MW gas-fired power plant, known as Liberty Station, on a 100-acre site in Casey County, KY, about four miles north of the town of Liberty. It will include 12 Wartsilla gas engine-generator sets designed for rapid startup and flexible output, which will help EKPC maintain grid reliability. The gas will be supplied from a nearby interstate pipeline, with ultra-low sulfur diesel fuel oil serving as a backup. On-site storage will include two 630,000-gallon tanks with secondary containment, providing up to 72 hours of continuous operation at full load. The plant will have enough capacity to meet the annual electricity needs of approximately 95,000 typical Kentucky homes. Assuming all necessary regulatory approvals are obtained, EKPC expects construction to start in October 2026, and all major construction activities to be concluded by March 2028, with startup and commissioning to take approximately nine months. The power plant is planned to be in operation by December 2028.[3]
In December 2024, EKPC conducted an informational public meeting regarding this project.[4][5]
