Lu'an power station (六安发电厂) is an operating power station of at least 2640-megawatts (MW) in Chengnan Town Pangang Villege, Yu'an, Lu'an, Anhui, China with multiple units, some of which are not currently operating. It is also known as 华电国际安徽六安电厂 (Phase I Unit 1 & 2, Phase II Unit 3 & 4), 中煤新集六安发电厂 (Phase III Unit 5 & 6).

Background
Huadian Lu'an power station is owned by China Huadian. The first two coal-fired units, totaling 270 MW, were brought online in 2006,[6] and were retired in 2017.[7]
An additional two coal-fired units, units 3-4 totaling 1,320 MW, were planned. Unit 3 received a permit from China's NDRC in July 2009. Four years later, in December 2013, unit 4 received an NDRC permit. The two units were both brought online in 2014.[8][9][10][11][12]
As of 2017, Huadian Lu'an power station is planning to convert units 3 and 4 to CHP power units, to supply heating to the city of Liu'an, particularly the Yu'an Economic Development Zone.[7]
Description of Expansion
China Huadian was planning to build two more units, units 5-6 with a total capacity of 2,000 MW. The new units were scheduled to be completed in 2020. A feasibility study for the project was approved in March 2014.[13]
The proposed units were listed in the 2017 Anhui Province Power Development 13th 5-Year Plan as a back-up project.[14]
As of December 2019, there had been no progress on units 5-6, so they appeared to be shelved or abandoned.
However, in December 13, 2022, the project was up for short public review[15] and permit was granted on 23 February 2023.[16]
Phase III Unit 5 had an energy conservation review issued in December 2023[17], and an inauguration ceremony was held on December 28[18].
In January 2024, the EIA was approved[19], and the survey and design contract was awarded[20]. In March, the piling contract was awarded[21]. In June, the main construction contract was awarded[22], and the first concrete was poured on June 27[23]. In September, the boiler steel frame was hoisted[24]. In November, the desulfurization EPC contract was awarded[25].
In February 2025, the boiler heating surface was welded[26]. In April, the chimney was topped out[27]. In August, the DCS system received power[28], and in October the boiler hydraulic test passed[29].
In March 2026, boiler ignition succeeded[30], and the unit was connected to the grid in April[31], passing the 168-hour trial on April 30[32].
Unit 6 had its cooling tower topped out in September 2025[33], and the generator stator was hoisted in December[34].
In June 2026, Unit 2 passed the 168-hour trial, completing the project[35].
