Background on Project

Shanxi Luxin Energy Group has proposed a power station of two 350 MW coal units and one 25MW unit in Xinyao Town.[1]

Luxi power station is part of Luxi coal-electricity-chemical industry integrity project which Shanxi Luxin Energy Group heavily invested into.[2] It is a co-generation power plant, supplying electricity, heat and steam to the integrity project. [3]According to the company, the power plant received permit for construction in December 25, 2014.[3]

The long term plan is to develop additional 2*350MW units as the second phase.[3]

The construction for preparing the foundation of the power plant started in May 2015.[4] As of March 2016, the foundation work has not been completed yet and apparently the company is facing serious financial setback.[3]

In 2016, China's central government issued the "traffic light" policy regulating new coal plant construction. Guizhou was designated a "red light" province under the guidelines, meaning no new coal plants should be permitted until further notice. In 2017 it was reported the power plant was expected to be completed in 2020, the end year of 13th Five Year Plan.[5] However, satellite images from July 2017 to April 2018 show limited construction progress.

In February 2018, the Guizhou Development and Reform Commission (DRC) published a list of Key programs and Major Projects for the province's economic development in 2018, which will have priority for loans, land, and subsidies. There are five coal power projects on the list, not including Luxi power station. Therefore, any immediate plans for this project appear to be cancelled.
