Background

The Lysychansk-Tikhoretsk Oil Pipeline initially operated as the Tikhoretsk-Lysychansk oil pipeline, transporting oil to Lysychansk oil refinery. After the construction of Rodionovskaya pumping station, the direction of oil was reversed.[8] Lysychansk-Tikhoretsk 2 Oil Pipeline was constructed in 1985, with 185 km in Ukraine. The capacity of both pipelines increased to 34 mtpa.[6] At the Rodionovskaya pumping station, the Lisichansk — Tikhoretsk 1 and 2 Oil Pipelines connect to the Sukhodolnaya-Rodionovskaya Oil Pipeline. The endpoint of the branch is the transshipment base in Tikhoretsk, Krasnodar Krai, from where, the oil is directed to Tuapse or Novorossiysk and further exported.[2]

As of February 2023, Lysychansk has been under Russian occupation since the Battle of Lysychansk in July 2022.[9][10]

In June 2023, Chernomortrans JSC announced plans to build the Lisichansk-Tikhoretsk 3 Oil Pipeline through the Rostov region. The oil pipeline will start at the oil pumping station Rodionovskaya and pass through the Rodionovo-Nesvetaysky, Aksaysky, Kagalnitsky, and Azovsky districts, reaching the border with the Krasnodar Krai. The length of the branch will be 112 kilometers. The new pipeline will be connected to the existing oil pipelines Lisichansk-Tikhoretsk 1 and 2.[2] The project was included in the document "On the approval of the territorial planning scheme of the Russian Federation in the area of federal transportation (gas and oil pipelines)" released by the Ministry of Energy of Russia in May 2015 and revised in November 2023.[3]
