Background

In 2017, MPC proposed two gas power units of 1200 MW each, along with an LNG terminal to supply imported gas at the south part of Mailiao industrial port. The gas power plant and the LNG terminal aim to replace the current coal power units at Mailiao power station. Both of the power plant and the LNG terminal are for captive use. The proposed LNG terminal includes four 160,000 or 180,000 cubic meter storage tanks and a LNG special jetty of 260,000 cubic meters. This is the only LNG terminal that is developed by private sector in Taiwan.

In August 2022, the proposal of No. 6 LNG Terminal passed the second inspection of its EIA report.

The local people concern its safety given the fact that it will be built within a giant petrochemical plant and next to a gas power plant.

麥寮汽電設立的天然氣接收站，預計開發37公頃燃氣複循環發電機組兩部，總裝置容量240±10%萬瓩的燃氣複循環發電機組，在液化天然氣接收站方面，面積共37公頃，預計興建四座16萬至18萬公秉儲槽及氣化設施的液化天然氣接收站，以穩定天然氣源。

另外，位於麥寮工業專用港南公用碼頭區45公頃的液化天然氣卸收碼頭，可容納液化天然氣容量26萬m3等級船舶，包含卸料平台等設施，並規劃以管線送至工業園區液化天然氣儲槽。

根據麥寮汽電的計畫顯示，更新改建後各空氣汙染物及溫室氣體排放總量大多下降， 各項空氣汙染物可減量34%至66%。而在第二次初審會中，麥寮汽電承諾將氨氣排放濃度限值2ppm納入修正、土壤液化潛勢分析、保育類鳥類及候鳥相關影響預測及保育對策，和防波堤以北養灘料源等變更內容說明。

政府推動在2025年完成能源轉型，擴大使用天然氣，降低現有火力發電廠汙染排放，麥寮汽電指出，新建天然氣接收計畫，目的為取代燃煤發電， 減輕空氣汙染，如果取得施工許可，約五年完工。

塑企業表示，麥寮電廠目前有3座各60萬千瓦的燃煤發電機組，利用先進技術，各種氣體排放濃度已接近天然氣發電，但為配合能源轉型，擬興建2座各120萬千瓦的天然氣發電機組加以取代，並在麥寮工業港興建天然氣接收站，預計今年底將提出環評報告。
