Background

Maltsovsky Portlandcement Cement Plant appears to be affected by reduced cement imports in Belarus.[3] Cemros, the parent company of Maltsovsky cement plant and 14 other operating cement plants in Russia,[4] appealed a case with the Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus (MART), accusing the Belarusian Cement Company of unfair competition through discredit.[5] Imports to Belarus appear to take up 20% of the cement produced at the Maltsovsky Cement Plant.[3]

Cemros claimed to have received communication from Belarusian clients, who received a letter from the Belarusian Cement Company, pointing out quality concerns of the imported portland cement purchased from Russia, recommending the purchase of a better quality local cement.[5]

As a result, the management company of the holding "Belarusian Cement Company" (GP "BCK") received an order from MART to eliminate the violation of antimonopoly legislation.[5][6] It is unclear if and how anti-monopoly laws apply in Belarus, a sovereign country, for producers in Russia. Notably, Russia and Belarus make up the Union State, sharing a common economic space.[7]
