Background

The Manikpur coal mine is an opencast mine operated by South Eastern Coalfields Limited, a subsidiary of Coal India, producing up to 5.25 million tonnes per annum, in Tehsil Korba, District Korba, State Chhattisgarh, India. The Manikpur Opencast coal mine of 5.25 MTPA on an area of 1018.925 hectares operated by South Eastern Coalfields Limited, a subsidiary of Coal India, is located in Tehsil & District Korba, State Chhattisgarh, India.[5] The mine was initially planned with the help of soviet consultants for a rated output of 1.0 MTPA and started in the year 1966. The feasibility report for 2 MTPA production was prepared by CMPDIL in June 1976 and approved by the government in December 1978. The Project obtained NOC from Chhattisgarh State Environment Conservation Board for 2.5 MTPA capacity in 2005. Environment clearance for 3.5 MTPA production was granted vide letter no. J-11015/1129/2007-IA-II (M) on 22nd August, 2014 as per EIA Notification, 2006 based on TOR granted on 16.06.2008.[6] As per news reports, the mine is operating at the capacity of the 4.90 MTPA and the process of expansion to a capacity of 5.25 MTPA is under process for now.[7]

In May 2022, a proposal to increase the mine's production capacity from 4.9 to 5.25 MTPA over the existing mining lease area of 851.78 hectares was granted environmental clearance (EC).[8] The approval was a part of a special dispensation in which India's Ministry Of Coal requested the Ministry of Environment, Forest and Climate Change (MoEF&CC) to consider skipping the public consultation stage of the approval process and granting immediate ECs to coal mining projects requesting expansions up to 50% of their operating capacity within their existing mine lease area. The move is a part of India's push to enhance coal production in order to meet the country’s energy requirement.[9]
