Background
The Manzanillo Gas & Power plant, together with the Manzanillo Energy power station and the Manzanillo Power Land power station, is one of three large gas-fired power plants under development near Manzanillo, in the northwestern corner of the Dominican Republic.[19] Dominican president Luis Abinader attended a groundbreaking ceremony for the plant in December 2022.[19][20] The project is scheduled for completion in 2026.[19]
As of February 2021, the Dominican government was preparing a tender for rights to develop an 800 MW power station in the Manzanillo region, to be developed in conjunction with a LNG import terminal.[21][22][23] By July 2021 the government had received twelve bids for the project[24][25], with technical and economic offers expected in October 2021.[25]
In May 2022, the Dominican government announced that it had selected a pair of winning bids, resulting in the power plant being split into two separate projects.[26] The first project, to be developed by a consortium led by Haina Investment Corp, was to include a 420 MW combined cycle power station and the associated Manzanillo (Dominican Republic) LNG terminal.[27] The second project, to be developed by a consortium led by Manzanillo Energy, was to include a 392 MW combined cycle power station.[27] According to the terms of the tender, both projects were to be completed within a 42-month time frame.[27]
Financing for the LNG terminal and associated power plants was finalized in 2026, with twelve international and local banks playing a role in a combined US$1.067 billion in financing: roughly $902 million in senior debt and $165 million in senior-secured letter of credit facilities. Citi and JPMorgan acted as joint lead arrangers, with CAF and IDB Invest participating as development finance institution (DFI) lenders. Senior mandated lead arrangers included Banco Popular Dominicano, Banco Reservas, Bladex, Bancolombia, Scotiabank, Inbursa, and Banco General, with Global Bank participating as mandated lead arranger. The banks covered 56% of the project costs, while the remaining 44% of project costs were covered by equity from the sponsors, with financing covering two project blocks: Manzanillo Gas & Power (Block 1, including a maritime terminal for LNG reception and storage plus a 430 MW CCGT plant, with a total investment of about USD 1bn) and Consorcio Manzanillo Energy (Block 2, comprising a second 430 MW gas-fired plant with a capex of approximately USD 603m). Project sponsors for Block 1 include Haina Investment Company (HIC), ENERLA, and Shell. Block 2 is backed by Coastal Dominicana, Manzanillo Energy, and Lindsayca, all under a common Dominican holding structure that consolidates ownership while maintaining separate economic and operational participation by block.[28]
