Background

PT Indonesia Asahan Aluminum (INALUM) began construction on Smelter Grade Alumina Refinery (SGAR) in Mempawah Regency in 2020. The first phase was designed to process bauxite ore mineral resources from West Kalimantan.[3]

As of December 2025, a Phase II of SGAR was in development. The second phase was planned to include a 6 x 200 MW captive coal-fired power station. The units would reportedly be built by a third party and were slated to begin operating in 2028.[4]

In April 2026, PT Bukit Asam (PTBA), a subsidiary of INALUM, was seeking a construction partner for Mempawah SGAR power station. There were reportedly candidates from China, South Korea, and Japan. The power station was targeted to start construction in 2027.[5] The Director of Downstreaming and Product Diversification at PTBA stated (Google translate): "For Mempawah, we've locked in the coal market, 6.9 million tons per year. We've locked in for 30 years. Going forward, we'll ensure a market for coal for 30 years."[6]

Financing

In December 2025, Inalum stated that it would not build the power plant itself, and that the plant would be developed through cooperation with a third-party partner selected through tender, with Inalum purchasing electricity from the project.[4] In April 2026, PT Bukit Asam Tbk (PTBA) was seeking partners to build the Mempawah power plant.[5] No project-specific financier, lender, debt-equity structure or financing amount had been disclosed.
