Background

The proposal is funded by American company Allrise Capital, based in California, and would use 30,000 mining machines provided by Chinese company Bitmain. Merkle Standard is one of several of Allrise Capital's subsidiaries[1]. In late May, 2022, Allrise Capital received a conditional use permit from Pend Oreille County, allowing the project to proceed, although this permit is currently being appealed[2]. The former newsprint mill closed due to bankruptcy in 2020; the site was previously allocated up to 85 MW from the Bonneville Power Administration (BPA) -- the local public utility district[3]. After the closure, BPA's customer base includes a total of about 35 MW. Allrise had initially asked for as much as 600 MW from BPA -- 17.1 times the power currently distributed by the utility.
