Minzhu Cogen power station (哈尔滨华越热电公司民主热电厂) is a shelved power station in Daowai, Harbin, Heilongjiang, China. It is also known as Harbin Huayue cogen power station, 华能热源厂整体搬迁替代工程.

Background
The Minzhu Cogeneration power station is a permitted 320 MW coal-fired power plant in Heilongjiang province. Approved in July 2020, the project was expected to involved total investment of 4.1 billion RMB (635 thousand USD) and to be completed by October 2023.[1] It will provide both electricity and heating to the area; the maximum heating capacity can meet the demand of 45 million square meters of buildings in the district of Daoli and Daowai. The plant is supposed to be fitted with desulfurization, denitrification, and dust removal technologies during construction as well.[2]
Construction for the plant was meant to begin in October 2020.[1] The Harbin Group put out several bids for construction-related tasks; in September 2020, the project was beginning a preliminary design stage with the China Energy Construction Group Heilongjiang Electric Power Design Institute Co., Ltd.[3] However, there is still no confirmation that construction has begun.
With no known developments on the project in recent years, the power station was presumed shelved as of January 2023.
