Background

The Mudanjiang Cogeneration power station (not to be confused with the Mudanjiang-2 power station) consists of an 80 MW coal unit that was likely commissioned in the early 2010s. The plant provides an estimated 65% of the city's central heating. In 2015, it was fitted with a new desulfurization unit.

A new 100 MW unit was permitted in May 2020. Construction began on the unit before it was permitted. The Mudanjiang Cogen Power Company has invested 348.4 million RMB into the expansion project. Coal for the plant is transported via a railway that runs through the plant and the eastern party of Mudanjiang city.
