Background
In October 2023, Mulungwa Power Generation Limited (MPGL) announced plans to build a 300 MW thermal power station in the Sinazongwe District.[3]
According to an Environmental Impact Assessment (EIA) report from July 2024, MPGL planned to construct and operate the coal-fired power station at the existing Mulungwa Mine site. MPGL is a joint venture between African Power Coal Limited and Jiangsu Etern Company Limited.[4]
MPGL planned to start preparing the power plant site in the fourth quarter of 2024 and begin construction the following year. Once completed, the company expected to operate the plant for at least 30 years.[4]
In September 2024, the Zambia Environmental Management Agency approved the construction of the power station.[5]
In May 2025, African Power Coal Ltd. said they planned to build a 300 MW power plant and coal washing facility in Sinazongwe district.[6][7] This presumably referred to the proposed Mulungwa power station of the same capacity, as African Power Coal was a part owner of the Mulungwa project.
Financing
According to the project’s July 2024 EIA, the total project cost was expected to be US$450 million.[4]
