Background on Project
In June 2015, China Huadian proposed a 2 x 1,000 MW coal plant for Tongzhou.[5]
There were no further developments until 2020, when the project was revived by China Huaneng.[6]
In June 2022, the project was reportedly moving forward and considered pre-permitted.[7]
In November 2022, it was reported that the project was permitted.[8]
Units 1 & 2
Construction of Units 1 and 2 continued in 2024 and 2025, with milestones including the first concrete pour, boiler steel hoisting, and progress on the steam turbines.[9][10]
Unit 1's boiler and system were undergoing startup procedures in early 2026.[11]
Unit 2's boiler water pressure test was successful in October 2025, and its generator stator was in place.[12][13]
Phase II Units 3 & 4
The project's preliminary feasibility study was reviewed in early 2025, and its feasibility study was evaluated in June 2025.[14][15] Tendering for environmental reports began in early 2026.[16]
