Background

The El Arish Cement Plant opened in 2010 in the military zone of North Sinai. It is controlled by the Egyptian NSPO, or National Service Projects Organization, a branch of the Egyptian Ministry of Defense which has been criticized for widespread use of army conscript labor to produce civilian products from macaroni to cement.
