National Coal Policy (Indonesia)

The National Coal Policy was adopted by the Indonesian Minister of Energy and Mineral Resources on January 29, 2004. It has been described as a policy to "be used as guidance for promoting coordination and harmonization in management, exploitation, utilization and development of coal within the period of 2005 to 2020. The objective of Indonesian National Coal Policy is principally to secure the availability of coal supply for domestic use and export in the long run."[1]

In a January 2005 presentation at a Asia-Pacific Economic Cooperation Clean Fossil Energy Technical and Policy Seminar, Rubianto Indrayuda, the Deputy Director on Coal Mining Services in the Ministry of Energy and Mineral Resources, outlined that key objectives of the National Coal Policy were to create a "conducive investment climate" for coal mining investment for both domestic use and export and to "support the implementation strategy on sustainable development of coal mining industry, as part of the development strategy of national energy."[1]

Key elements of the national coal policy, he stated, were to "reposition coal as a strategic commodity, national source of energy, export commodity, prime mover of economy, community and regional development."[1]

For the 2005-2010 period Indrayuda foreshadowed that some of the key objectives were to encourge the "utilization of coal for domestic industry", "planning & developing mine mouth power plant", assessing coal liquefaction and "developing mine mouth power plant based lignite in Sumatra and other places."[1] Objectives for the 2010-2020 period included establishing underground coal mining, "developing clean coal technology", "developing liquefaction plant" and "increasing coal utilization for domestic" uses.[1]
