Background

The Navoi nuclear power plant is planned to be located on the bank of Lake Tuzkan in Jizzakh region. In 2019 the chosen site was near the Tudakul reservoir on the border of the Bukhara and Navoi regions, but this was later replaced by the area next to the Aydarkul Lake in the Farish district of the Jizzakh region, on the border with the Navoi region.[7][8][9]

In 2018, Russia and Uzbekistan reached an agreement on the nuclear power plant during President Vladimir Putin’s visit to Tashkent in October.[9] This was followed by the issuance of a decree by Uzbekistan on the development of nuclear energy in the country up until 2029. The decree specified construction of two 3rd generation nuclear power units of 1200 MW each.[10]

As of 2019, construction of the plant was slated to start in 2022, to be financed in part by preferential loans from Russia. The start of power output was scheduled for 2028.[9] Project cost was estimated to be $US11 billion-13billion.[11][9]

In November 2022, a TV news report reported that construction is planned to start in 2023 at the site near Lake Tuzkan in Jizzakh region. Planned completion was still scheduled for 2028.[8] As of December 2022, countries were reportedly almost ready to sign the contract while construction site was already prepared.[12]

In January 2023 the IAEA completed a mission reviewing Uzbekistan's safety processes for evaluating the site. The review found that Uzbekistan had “carried out an objective and safety-oriented site characterisation process", but several recommendations were laid out. The review summary referred to the plan to build two VVER-1200 pressurized water reactors. The final report was to be be delivered within three months.[13]
