Background
The terminal was proposed in August 2023 when the head of Vietnam's Thanh Hóa Province and Thai energy developer Gulf Group provisionally agreed to build an LNG terminal south of Hanoi.[3][4]
In August 2024, the Vietnam Investment Review reported that the Nghi Son Economic Zone Management Authority had invited five consortiums of contractors bid to build an LNG-to-power complex including a 1500-MW power plant (Nghi Son Power Station), an LNG import terminal, and other infrastructure. According to the article, "The five investors invited included a joint venture between JERA and Sovico, and a consortium of Korea Southern Power Company, Korea Gas Corporation, Daewoo Engineering & Construction Group, and Anh Phat Construction and Trading Investment. The three others were Gulf Energy Development, SK E&S Co., Ltd., and a joint venture between Vietnam Oil and Gas Power Corporation and T&T Group."[5][6]
