Background

The Ningbo Boxboard Mill power station is a captive power plant that supplies energy to the Ningbo Asia Pulp & Paper facilities.[1] Excess power from the plant is also provided to support neighboring areas. Asia Pulp & Paper China has also invested 40 million RMB to build a coal storage yard at their paper processing plant, which has an annual production capacity of 750,000 tons. In total, the paper processing plant (including the Ningbo Boxboard Mill power station) cost Asia Pulp & Paper 11.83 billion RMB (1.8 billion USD).[2]

The Ningbo Boxboard Mill power station is equipped with desulfurization and dust removal technologies.[2] According to Sina News, the company also spent more than 200 million RMB to install environmental protection technology at the plant.[3]

In 2012, the local Environmental Protection Bureau permitted that plant to have an annual raw coal consumption of 677 million tons, equivalent to 53,350 tons of standard coal; annual fuel oil of 58.8 tons, or 84 tons of standard coal; 42,302 tons of biomass fuel, or 21151.10 tons of standard coal.

However, in 2016, a team of residents covertly collected data from the plant to investigate its compliance with environmental regulations, given that a lot of visible white smoke/pollutants were being emitted from the plant. They found 'definite evidence of overproduction and overuse of energy,' suggesting that the plant has been using more coal than allowed.[4]
