Background

The power station was proposed in 1999, but the coal and power ministries disagreed about the location of the plant, as the Coal Ministry contended that the area has 6 billion tonnes of coal reserves underneath, the North Karanpura Coalfield. The Coal Ministry withdrew coal linkages in 2008, and stated that executing a power plant over the proposed site would pose a threat to the environment. A Group of Ministers on coal constituted a sub-committee in September 2011 to look into the issue. In Feb 2013, the Cabinet Committee on Investment (CCI) rejected relocation of the project and cleared its proposal. In June 2013 the Coal Ministry restored the coal linkage to Central Coalfields of Coal India.[1]

Construction began in August 2014.[2] The power station was planned for operation in 2018-2019,[3][4] later moved to 2020-2021,[5] 2021-2022,[6] 2022-2023 (trial runs),[7] and then 2022-2024.[8][9]

On July 27, 2022, the government's re-constituted Expert Appraisal Committee for thermal power granted the power station an Environmental Clearance Amendment regarding various issues such as the air pollution monitoring system, public hearing items, establishment of a Power Engineering College, and more.[10]

On December 26, 2022, it was reported that NTPC had achieved successful power generation and transmission trials at full load for Unit 1 and that electricity generated from this first trial was sent to India’s national grid. Regular production for the plant’s first unit was expected to begin in February 2023, after an expenditure estimated at INR150bn (US$1.8bn).[11] According to CEA monthly reports, the unit was commissioned January 18, 2023.[12]

The May 2023 Broad Status report predicted that Unit 2 would begin operating commercially in December 2023, and Unit 3's COD would be in July 2024.[13] As per November 2023 Broad Status report, Unit 2 would start operating in January 2024 and Unit 3 in October 2024.[14]

Fire breaks out at Unit 3

In April 2024, a fire broke out at BHEL's material yard of the power station's Unit 3.[15]

Financing

The Broad Status reports indicate that financial close was achieved in 2014. However the details are unknown.[13][14]
