Northeast Thailand Oil Pipeline is an operating oil products pipeline in Thailand, with a proposed extension to Laos that is presumed to be cancelled.[1]

Location

The pipeline runs from Sao Hai District, Saraburi Province, Thailand, to Ban Phai District, Khon Kaen Province, Thailand. In Saraburi, the pipeline connects to the Si Racha-Saraburi Oil Pipeline.[2]

The proposed extension would run from Ban Phai District, Khon Kaen Province, Thailand to Vientiane, Laos.[3][4]

Background

In February 2019 Thai Pipeline Network Company Limited (TPN) a subsidiary of TPP, signed a contract with Chinese Petroleum Pipeline Bureau (CPP) for the development of an oil products pipeline in northeast Thailand.[12]

The pipeline commended operations in August 2023. [9][10]

The pipeline carries gasoline and diesel.[13]

Environmental Impact

In February 2020 residents of Khon Kaen’s Ban Phai district expressed concern that elevating land to build the pipeline will increase the severity of flooding in the district.[14] Environmental advocates and business leaders also complained that public hearings for the project had not been well publicized and that the project was proceeding without appropriate scrutiny.[14]

Laos Extension

As part of the contract signed with CPP in February 2019, TPN was exploring an extension of the pipeline from Ban Phai District to Vientiane, Laos.[4] In February 2020, TPN signed a memorandum of collaboration on Thai-Lao Oil Pipeline with China Petroleum Pipeline Engineering Company Limited, Eneco Dynamic Public Company and Sitthi Logistic Lao Compamy Limited.[15] The extension has not been publicly referenced since the 2020 MOU, and as such it is presumed to be cancelled.
