Background

The RAO UES 2006-10 five-year plan (from before the restructuring of RAO UES), which RAO management approved in January 2007, lists as a long-term project the construction of a 265-MW coal-fired power plant in Omsk, the Omsk HPS-6 (four other former RAO plants already exist in Omsk: Omsk CHP-2, Omsk CHP-3, Omsk CHP-4, and Omsk CHP-5). The plan gave 2012 as the projected completion date for the project.[1]

In 2007-08, RAO UES was broken up and privatized, and the Omsk assets now belong to TGC-11, a subsidiary of Inter RAO. There had been no mention of the proposal for many years, it appears that the project has been abandoned.[2][3] A news report from 2014 refers to the project as being rejected.[4]
