Background

The Otvalny Yuzhny No.1 Glubokiy coal mine (шахта Отвальный Южный-1 Глубокий, or Южная Глубокая ) is an underground coal mine near the town of Zhernovo in the Kemerovo Oblast, Russia. The area has already been surface mined, but the new mine would be an underground mine ("Glubokiy" means "deep").

The project is part of the Russian Government's 'Programme for the Coal Industry Up to 2035' from 2020. According to the Programme, the license to extract coal was issued in 2016 to Razrez Yuzhny LLC and exploration work on the mine was completed. Further according to the Programme, construction of the mine began in 2018 with a planned capacity of 3 million tonnes per annum by 2023.

According to the company's website, construction began in 2019 with a plan to reach target capacity of 3 million tonnes by 2025.

The technical and environmental due diligence conducted by Ineca Consulting concluded that the construction area is significantly disturbed due to the existing mining operations.

As of September 2022, with no news or announcements, it appeared that the construction of the mine has not progressed and the project was considered Shelved.

However, announcements in April 2023 about the suspension of mining activity for 90 days at the underground mine Yuzhnaya Glubokaya suggest that the mine in fact is being developed or is already built. Another industry interview from August 2023 listed the project as planned for completion in 2024-2025. The upper coal seams were once mined by surface mining, production then stopped and the company obtained a new licence for the seams below and is building a mine on them. The project's status is therefore revised to Proposed, as of October 2023.
